Environmental Compliance
CSS provides environmental compliance programs for clients who recognize that outsourcing these needs is often a cost effective alternative to managing these programs in-house. Our experience includes consulting and permitting support to companies in the high tech manufacturing, fuel and non-fuel industries, electric power production and distribution, and chemical distribution industry sectors. The preparation and management of environmental plans, permits, and compliance documentation require the application of agency familiarity, an understanding of regulatory criteria and standards, knowledge of industrial process operations and the use of various technical tools. Our services in this area encompass an understanding of client needs from development, monitoring and reporting, to major audits used to fulfill a wide variety of environmental management needs.
Remediation Services
CSS remediation services team is experienced in directing operations where attention must be provided not only to routine removal actions, decontamination, construction, or demolition activities, but also to the implementation of onsite procedures in the areas of health and safety, quality assurance and control, community relations, and hazardous waste transportation/disposal/tracking. Through our experience under the Superfund Program, CSS staff has worked on sites considered to be of substantial risk to human and environmental health. CSS has consistently performed assignments with effective cost and schedule controls, timely submittal of reports and field documentation, and facilitated effective communication between the client, general contractor, subcontractors, regulatory agencies, and the public.
As a turn key provider of environmental remediation services, we have provided remedial design, remedial implementation, and, remediation design and build services to government and industry nationwide. CSS is a licensed general contractor with hazardous substance removal and remedial action certification in California. Each of our professional associates and staff of construction managers, engineers, and technicians operate from experience: we know what works and what does not, and how to find cost effective solutions because we’ve applied them ourselves. To further support our commitment to controlling costs, CSS is willing to work under a variety of contractual mechanisms that make performance a distinct priority.
Insurance Support and Legal Support Services
Understanding the issues surrounding environmental claims is critical to resolving our clients’ environmental liabilities. It is also critical to assessing and managing the amount of exposure to the insurer. Out of our hands-on experience, we understand potential exposures to regulatory requirements and the costs of resolving environmental liabilities.
Occasionally environmental issues call for third party reviews, technical analysis and data evaluations, or case approach evaluations during mediation and litigation proceedings. We understand that developing project costs for different scenarios and remediation alternatives is critical to determining accountability and protecting our clients’ best interests.
CSS’s Cost Estimating System (CES) provides quantities assessments of the resource costs needed to perform a project. The accuracy of the cost estimate is critical because the estimate becomes the basis of the project control budget. In developing a cost estimate, a well-defined objective is developed, target material/waste characteristics are determined, and all resources are accounted for including: personnel, specialty subcontractor costs, laboratory costs, and as applicable, quantity takeoffs are established.
Once a cost estimate and a project control budget are developed, the project cost is tracked daily, and the cost to complete is updated on a weekly basis.
